The Special Investigation Team (SIT) investigating the multi-crore irregularities in the state-run Karnataka Maharshi Valmiki Scheduled Tribe Development Corporation (KMVSTDC) has filed a preliminary charge sheet where it has named 12 accused and seized Rs 49 crore, officials said on Monday. However, former minister B Nagendra who has been arrested by the Enforcement Directorate (ED) in the same case has not been named in the chargesheet.
Among those arrested are former officials of the Valmiki Corporation, including ex-managing director J G Padmanabha and ex-accounts officer Parashuram Durgannanavar; chairman of First Finance Credit Co-operative Society Sathyanarayana Etakari,; Nekkunte Nagaraj, an acquaintance of former minister Nagendra; and Nagaraj’s brother-in-law Nageshwar Rao.
The Valmiki Corporation scam involves approximately Rs 187.33 crore, with Rs 40 crore being diverted from the government treasury to the Union Bank of India’s MG Road branch. Of the total amount, Rs 88.63 crore was illegally transferred to 217 different bank accounts in Telangana, including 18 firms.
The SIT has registered eight cases related to the scam. The investigation has led to the seizure of cash worth Rs 16.83 crore, 16.25 kg of gold, luxury cars worth Rs 4.51 crore and bank account funds totalling Rs 13.72 crore from the accused.
The preliminary charge sheet, filed by the SIT, comprises seven volumes and 3,072 pages, and has been submitted related to the case registered at the High Grounds Police Station. The police have charged the accused under sections 120 (b)(criminal conspiracy), 406 (criminal breach of trust), 420 (cheating) of Indian Penal Code (IPC).

Nagendra who was the tribal welfare minister in Karnataka is currently in judicial custody.
The misappropriation came to light after P Chandrashekharan, a corporation official involved in auditing and coordinating with Union Bank of India, died by suicide on May 26 detailing the fraud and the people involved in a six-page note he left behind. Following the scam, Minister of Tribal Welfare B Nagendra resigned from the post.
